  • Cecelia Hunt, LCSWPresident, Eating Disorder Division, Residential Treatment Services

    Cecelia is a proven behavioral healthcare executive and Masters-level clinician with more than 25-years of industry experience.  She is known for implementing best-in-class operational structure, driving cross-functional integration and efficiencies, and ensuring the delivery of the highest quality patient care.  Cecelia has been responsible for multi-site/multi-state, behavioral health organizations since 2007, and has worked in vast practice areas including inpatient acute care, RTC/PRTF, PHP, IOP, and outpatient level of care.  She has a proven ability with innovative “turn-around” strategies, optimizing organic growth and integrating de novo/add on entities with the goal of growing organizations.

    Cecelia was previously Senior Vice President for the ED Division of Discovery Behavioral Health.  Prior to that she was the CEO of JourneyPure, a multi-state, multisite SUD Company where she achieved organizational and financial alignment, and led the company through a sale and successful acquisition.   Cecelia has also partnered with private equity groups as a direct advisor to the investment team.

    Cecelia has a Master of Social Work degree from the University of Alabama and a Bachelor’s degree in Social Work from the University of Alabama at Birmingham.

  • Stephen RegisterPresident, Mental Health Division

    Stephen Register leads Discovery’s Mental Health Division, where focus is not on one particular trait of a disorder but of treating the whole individual. Under Stephen’s leadership, teams work with patients experiencing trauma and anxiety, depression, self-harm, bipolar and reactive attachment disorders to provide a full spectrum of care – from stabilization and crisis intervention to charting a return pathway to a healthy life well-lived.

     Stephen brings more than 20 years of healthcare experience and leadership expertise, with a diverse background spanning pharmaceutical sales management, business development and chief executive officer roles in acute behavioral health hospitals, residential treatment centers and outpatient clinics in Georgia, Florida, Tennessee, Indiana, Ohio and Kansas. In addition, Stephen has also served in multisite operations leadership roles in behavioral health systems including mental health adult and adolescent treatment, substance use disorder, geriatric psychiatry and medical surgery hospitals.

     Stephen holds a degree in Organized Communication from Valdosta State University. He also served on active duty with the United States Navy, stationed at Mayport, Florida, and received the award and honor of Enlisted Surface Warfare Specialist.

  • Rachel Everett, MBA, AMA-CPMPresident, Substance Use Division

    Rachel Everett is a passionate behavioral healthcare leader and proud military veteran with a deep commitment to helping people heal. She oversees substance use treatment centers across the country, guiding programs that offer every level of care—from detox and residential treatment to long-term recovery support.

    As the leader of the Substance Use Division at Discovery Behavioral Health, Rachel is focused on making high-quality care more accessible. She’s known for bringing a personal touch to clinical excellence, championing data-driven practices, and building a culture where innovation, accountability, and compassion thrive. Since joining Discovery as VP of Operations & Military Services, she’s quickly risen through the ranks, eventually serving as Senior VP of Operations for the mental health division.

    Before her time at Discovery, Rachel served as CEO of Starlite Recovery Center (Acadia Healthcare) in Texas and CEO of Oak Hills Hospital and Madison Oaks Academy in Tennessee—roles where she strengthened clinical programs and improved outcomes for patients and families.

    Rachel also leads Discovery’s growing military services brand and brings her own lived experience to that mission. She served eight years in the U.S. Army Reserve, where she earned the rank of Sergeant and worked as a Quarry Specialist at Fort Leonard Wood, Missouri.

    She holds a bachelor’s degree in Psychology and Criminal Justice from Drury University and an MBA from Webster University—but more than anything, Rachel is driven by a belief that everyone deserves a chance to recover and thrive.

  • Randy C. Davis, Ph.D.Senior Advisor to the CEO

    Randy Davis, PhD, is presently the President of RCD Consulting, a behavioral health solutions consulting practice. Engagements have included national Behavioral Health Organizations , national companies specializing in treatment of Eating Disorders, Substance Abuse, and general mental heath disorders, as well as various Private Equity Companies and Search Funds.

    Prior to retirement in early 2015, Dr Davis was President of Beacon Health Strategies, Western Region (BCBHM), a managed behavioral health care organization, which is part of the Beacon family of companies, including Beacon Health Strategies, Psychcare, Autism Services Group, and Beacon UK. Dr. Davis also served as Founder/Chief Executive Officer of College Health IPA, a behavioral health Independent Practice Association of more than 3500 clinicians and Comprehensive Behavioral Health Management, a Regional Managed Behavioral Health Organization. In 1990, Dr. Davis founded BCHBM’s predecessor company, Comprehensive Behavioral Health Management, and College Health IPA in 1990, where he developed an innovative regional managed behavioral health company that contracted with national health insurers to execute a local strategy in California for delivering and managing mental health and substance use services on behalf of 3 million members. In 2010 Dr. Davis sold CBHM to Beacon Health Strategies and remained part of their Sr Leadership Team In the role of President of Beacon’s Western Region.

    Dr. Davis was responsible for the development and management of Beacon’s western region business as well as part of Beacon’s Corporate Leadership Team. A licensed psychologist, Dr. Davis was the president of a single specialty, multi-disciplinary behavioral health group from 1977 until 1997. He also consulted on the development and maintenance of a behavioral health delivery system serving a Medicaid population in Puerto Rico. Dr. Davis has had extensive experience in public speaking on mental health issues, including hosting a Los Angeles-based radio program for many years. Currently Dr. Davis is a Trustee for the Institute for Shipboard Education which operates the Semester at Sea as well as a board member of the Argyros School of Business at Chapman University, and a Board Member at the St. Joseph’s Hospital Foundation.

  • Tan Gaines, MS, CMHCCentral Regional Director of Clinical Outreach
    With a Bachelor’s degree in Recreation Therapy and a Master’s degree in Behavioral Health, Ms. Gaines brings more than15 years of diverse healthcare experience, including senior living, VA systems, psychiatric services, and addiction treatment. She has 12 years of success in business development and outreach, consistently building strong networks and expanding access to essential care. As a proud U.S. Army veteran, she is deeply committed to service and passionate about connecting individuals to the resources they need to improve their quality of life. Her work is rooted in compassion, collaboration, and a drive to support lasting change in the communities I serve.
